In 2012 Accord for Development carried survey of the 774 Local Government Areas of Nigeria to get information on their operations and their approaches to fulfilling
their statutory responsibilities as the third tier of government closest to the communities. In carrying out the survey, Accord partnered with a range of stakeholders including the National Union of Local Government Employees (NULGE) National Planning Commission (NPC), civil society organizations (CSOs) etc. The survey was carried out by Accord to primarily get a first hand information on the operation of the Local governments, challenges militating against the smooth operation of the local government in delivering good governance to the grassroots with a view to proffering solutions working with critical stakeholders at the local government level to produce a couple of LGAs Five year Strategic Development Plans SDPs.
